Roles and Representatives
Project Steering Committee
- Role: This Cabinet-appointed body is responsible for providing oversight and leadership for the development of the Barbados Marine Spatial Plan. The committee will serve as a pivotal link between the decision-makers and the technical, stakeholder and implementation project teams. The committee is chaired by the Director of the Coastal Zone Management Unit.
- Representatives:
- Ministry of Environment and National Beautification
- Planning and Development Department
- Ministry of Tourism and International Transport
- Ministry of Energy and business development
- Barbados Coast Guard
- Barbados Chamber of Commerce and Industry
- The Nature Conservancy
- University of the West Indies
Stakeholder Advisory Committee
- Role: This body is responsible for facilitating stakeholder participation in the MSP process and works along with the PSC to provide input on the MSP process. In this way stakeholders are afforded the opportunity to directly influence the outcomes of the MSP process. The SAC will also assist with dissemination of information among their respective networks.
- Representatives: The SAC comprises representatives from various sectors including:
- Tourism and Recreation, Energy, Fisheries, Conservation, Research, etc.
Marine Geospatial and Science Working Group
- Role: The mandate of the Marine Geospatial and Science Working Group is to provide guidance on accessing, interpreting and understanding the full range of scientific data and information to support the MSP process
- Representatives: This body comprises representatives of Ministries and departments with responsibility for data, planning, energy, conservation, maritime transport and fisheries as well as academia.
Legal and Institutional Working Group
-Role: The mandate of the Legal and Institutional Working group is to provide guidance on the review of existing legal and policy framework to determine how the MSP will be implemented. This will require the identification of legal and institutional reforms required to ensure MSP recommendations are legally binding and implementation is enforceable.
- Representatives: This body will comprise representatives with legislative responsibilities for government and non-governmental agencies with concerns that relates to ocean management.
Outreach and Communications Working Group
- Role: The mandate of the Outreach and Communications Working Group is to provide guidance on effective communication with stakeholders. This is important given the value of stakeholder input to the various stages of development and implementation of the MSP
- Representatives: This body comprises government and non-government entities with responsibility for communications, conservation, fisheries, as well as academia.
Marine Spatial Planning Unit (MSPU)
This project unit has been established to undertake the work tasks for designing the MSP with the support of specialists and consultants where required. This body is responsible for administrative tasks, coordinating the stakeholder engagement required throughout the MSP process
